For the PDCCH monitoring method, a terminal device begins to monitor a PDCCH from a moment corresponding to the Nth or (N+1)th duplicate transmission in a bundle corresponding to a PUSCH, and the value of N can be set according to values such as RTT between the terminal device and a network device, thereby avoid unnecessary PDCCH monitoring by the terminal device, facilitating power saving of a terminal. For the DRX uplink retransmission timer control method, the terminal device starts a DRX uplink retransmission timer at an appropriate time so as not to start same too early or too late, thereby ensuring that the terminal device does not miss receiving uplink HARQ-ACK feedback sent by the network device, facilitating power saving of a terminal.
