The COadsorbent is configured to absorb COin response to a voltage being applied between the working electrode and the counter electrode and electrons being supplied from the counter electrode to the working electrode. The COadsorbent is a porous body having pores, and a pore diameter of the pores is larger than an ion diameter of the electrolytic solution.
