this application provides a communication method and apparatus. before a source terminal establishes a unicast connection to a first target terminal, the source terminal allocates a first identifier to the first target terminal based on a request of a relay terminal, where a bit length of the first identifier is less than or equal to 8 bits. the source terminal sends first data to the first target terminal, where the first identifier is configured in the first data. the relay terminal forwards the first data to the first target terminal for the source terminal based on the first identifier. in the foregoing solutions, the source terminal may send a message to a specific target terminal based on the first identifier and the bit length of the first identifier is less than or equal to 8 bits.
