in a communication method, a first access network device sends first indication information to a measurement collection entity. the first indication information indicates that an application layer measurement result from a terminal device is associated with a radio side measurement result of the first access network device, or the application layer measurement result is associated with a radio side measurement result of a second access network device. the terminal device is separately connected to the first access network device and the second access network device.
