a data transmission method, an apparatus, and a system, where the method includes: a network device sends information about a first resource to a first terminal device, where the information about the first resource indicates that the first resource is used to transmit a first service of the first terminal device. the network device sends information about a second resource to a second terminal device, where the information about the second resource indicates that the second resource is used to transmit the first service. the network device receives the first service from the first terminal device via the second terminal device.
