this application relates to communication methods and apparatuses. an access network device determines that a first beam of a first cell meets a load migration condition, and the access network device evaluates performance of the first terminal device on n candidate beams based on information about the n candidate beams. when determining, based on the result of the evaluation, that a first candidate beam satisfies a performance requirement in the n candidate beams, the access network device migrates the first terminal device to a second cell to which the first candidate beam belongs.
