this application provides a management system, a method and an apparatus. a second network management device determines an expectation target and an expectation object, where the expectation target is user quality of experience that the expectation object needs to satisfy, and the expectation object includes at least one of the following: an area, a user group, a user, a service, or a network. the second network management device sends the expectation target and the expectation object to a first network management device. correspondingly, the first network management device receives the expectation target and the expectation object. the first network management device manages a network to satisfy the expectation target. according to the intent management method and the apparatus provided in this application, the user quality of experience can be improved.
