a method includes: a terminal obtains first signaling including a transmit power of a first time-frequency resource and a first frequency domain parameter of the first time-frequency resource. the terminal obtains downlink control information, where the downlink control information includes a second frequency domain parameter of the first time-frequency resource and a third frequency domain parameter and a modulation and coding scheme of a second time-frequency resource, the second frequency domain parameter is for frequency domain resource allocation of the first time-frequency resource, and the third frequency domain parameter is for frequency domain resource allocation of the second time-frequency resource. when the first time-frequency resource exists, a time domain position of the first time-frequency resource is the same as a time domain position of the second time-frequency resource, and a frequency domain position of the first time-frequency resource is different from a frequency domain position of the second time-frequency resource.
