a data packet processing method and an apparatus. the method includes: a first device determines a first harq process from an available harq process range of a first drb or a first logical channel; obtains a first data packet corresponding to the first drb or the first logical channel, where the first data packet does not carry a logical channel identifier, so that overheads of the data packet can be reduced; and sends the first data packet to a second device through the first harq process. the second device determines the available harq process range, receives the first data packet from the first device through the first harq process, and can quickly and accurately determine, based on the first harq process for receiving the first data packet, a logical channel identifier corresponding to the first data packet.
