a communication method, apparatus and storage medium are provided to resolve conflicts between different configurations of a terminal device. a first communication apparatus receives a first message from a network device. the first message includes first configuration information. the first communication apparatus receives or sends a discovery message and performs measurement based on the first configuration information by receiving or sending the discovery message. the measurement is measurement on signal quality of a sidelink between the first communication apparatus and a second communication apparatus. the first communication apparatus sends measurement information of the measurement to the network device.
