a communication method and a communication apparatus. the method includes: sending first indication information to a terminal device, where the first indication information indicates one or more wake-up resources; receiving second indication information from a core network device, where the second indication information indicates to wake up the terminal device; determining a first wake-up resource based on the one or more wake-up resources; and sending wake-up information to the terminal device on the first wake-up resource, where the wake-up information is used to wake up the terminal device to receive a paging message or is used to wake up the terminal device to initiate random access. this can ensure that the terminal device can always monitor the wake-up information when there is wake-up signal coverage, and a problem of high-power consumption of the terminal device in a paging process is further resolved.
