this application provides a communication method and an apparatus. the method includes: a first radio access network device determines a first parameter, where the first parameter includes a transmission delay variation and/or a variation of an sftd between the first radio access network device and a second radio access network device. the first radio access network device adjusts, based on the first parameter, start time of a drx cycle of the first radio access network device and/or start time for starting an on duration timer in the drx cycle. the first radio access network device sends first indication information to the terminal device, where the first indication information indicates the terminal device to adjust start time of a drx cycle for receiving information transmitted by the first radio access network device and/or start time for starting an on duration timer in the drx cycle.
