embodiments of this application disclose a communication method and a communication apparatus. the method in embodiments of this application includes: a terminal device performs first-type measurement on a first reference signal, to obtain a first measurement result. the terminal device sends the first measurement result to a network device. the terminal device performs second-type measurement on a second reference signal based on the first measurement result, to obtain a second measurement result. the terminal device sends the second measurement result to the network device. it can be learned that, according to the foregoing technical solution, the terminal device reports the second measurement result to the network device, and the network device does not need to trigger, by using downlink control information, the terminal device to report the measurement result, so that signaling overheads and latency overheads are reduced.
