an initial access method and an apparatus are provided. in the method, an rs set corresponding to an ssb is introduced. the ssb is sent by using a wideband and a wide beam, and an rs in the rs set occupies a small quantity of time domain resources through frequency division multiplexing and is sent by using a narrow beam. a transmit beam of the rs in the rs set is a refinement of a transmit beam of the ssb. narrow beam training is completed by using the rs set, to find an optimal narrow beam pointing to a ue, so that in the method, time domain resource overheads of the ssb can be effectively reduced while communication efficiency is ensured.
