embodiments of this application disclose a communication method and an apparatus, includes: a first access network device receives first indication information from a second access network device, where the first indication information indicates the first access network device to send a first reconfiguration message after or before the first access network device sends first candidate primary secondary cell information to the second access network device, and the first candidate primary secondary cell information indicates one or more first candidate primary secondary cells accepted by a third access network device in candidate primary secondary cells that the second access network device requests the third access network device to add; and the first access network device sends the first reconfiguration message to a terminal device based on the first indication information. so that a cpc procedure can be normally performed.
