a communication method and apparatus may be applied to a 5gms system. the method includes: an application function network element may indicate, based on obtained first information, a source end device, for example, a terminal device or an application server, to add identification information to different types of data in a service stream, so that each network element on a transmission path of the service stream collects statistics on and reports traffic characteristics of the different types of data in the service stream. in this way, a policy control network element in an mno network may dynamically adjust transmission policies of the different types of data in the service stream based on the traffic characteristic, to ensure high-rate real-time transmission and high-definition playing of the service stream, thereby improving user experience.
