this application discloses a method including: a network device receives first channel quality information corresponding to a first bandwidth and second channel quality information corresponding to an aggregated bandwidth from a terminal device; determines interference experienced by the terminal device when the terminal device accesses the aggregated bandwidth based on the first channel quality information and the second channel quality information; and sends bandwidth configuration information to the terminal device based on the interference. the first channel quality information is sent by the terminal device when the terminal device accesses the first bandwidth, and the second channel quality information is sent by the terminal device when the terminal device accesses the aggregated bandwidth. the aggregated bandwidth is obtained by aggregating at least the first bandwidth and a second bandwidth. a spectrum of a third bandwidth is spaced between a spectrum of the first bandwidth and the second bandwidth.
