this application discloses a communication method and a communication apparatus. the method includes: a terminal device receives wake-up information from a network device, and switches from a first state to a second state in response to the wake-up information. the wake-up information includes one or more of the following information: a first cell bar indication, a second cell bar indication, a resource configuration change indication, a resource configuration, and cell identification information. the first cell bar indication indicates whether a terminal device is allowed to select or reselect a cell. this application provides a new energy saving method. before receiving the wake-up information, the terminal device does not perform other communication, to reduce energy consumption. in addition, the wake-up information may include cell bar indication information, so that the terminal device can select a suitable cell after the terminal device is waken up, and therefore communication efficiency is improved.
