this application provides a communication method and apparatus. the communication method includes: a network device sends a first message to a first terminal device ue, where the first message includes information about a first resource, and the first resource is to be used to transmit a second message; and when the network device receives the second message from the first ue by using the first resource, the network device determines that the first ue is not faulty, where the second message indicates that the first ue is not faulty. therefore, the network device may determine, based on the second message sent by the first ue, that the first ue is not faulty. this ensures that service reliability is not affected by a fault of a terminal device, avoids forced termination of service transmission, and ensures transmission reliability.
