this application provides a communication method and apparatus. the method includes: a network device performs first security processing on user plane control data. the first security processing includes encryption processing and/or integrity protection processing. the network device sends processed user plane control data to a terminal device. the user plane control data includes a mac layer control pdu and a mac ce. the terminal device performs decryption processing and/or integrity verification processing on the received user plane control data. in this way, network security is improved.
