Abstract: a resource determining method and an apparatus are provided. the method includes: a first terminal device determines first channel occupancy time cot reservation information of the first terminal device and one or more pieces of second channel occupancy time cot reservation information of a second terminal device. the first terminal device performs resource exclusion on a first cot candidate resource set based on the first cot reservation information and the one or more pieces of second cot reservation information, to obtain an updated first cot candidate resource set, where the updated first cot candidate resource set is used by the first terminal device and/or a third terminal device for sidelink transmission.
