Abstract: provided is a polymer-coated glass substrate having a surface with controlled irregularities and a low elastic modulus. the polymer-coated glass substrate includes a glass substrate and a hydrophilic polymer layer including a blend of hydrophilic polymers with different molecular weights, the hydrophilic polymer layer being on a surface of the glass substrate.
