Abstract: a communication method and a communication apparatus. the method includes: a terminal device receives configuration information of a first measurement target, where the configuration information of the first measurement target indicates a first time window, and the first time window is associated with one or more target cells; the terminal device determines a first offset of the first time window, where the first offset is a time domain position of the first time window based on a timing reference of a first serving cell; and the terminal device measures the first measurement target in the first time window. therefore, in response to a serving cell not being able to configure an smtc offset for each terminal, the terminal device may determine the smtc offset and measure a measurement target.
