Abstract: in the ran node, the control unit causes the communication unit to transmit the “first message” to another ran node. the first message includes information related to the prediction value for the “load parameter” of the cell. the first message further includes “status information” of the cell indicating at least one of the necessity of offloading traffic in the cell or the possibility of accepting traffic by the cell.
