Abstract: a core network element obtains an identifier of a first terminal device and first information, where the first information is used to determine one or more second terminal devices on which an operation is to be performed. the first terminal device is configured to perform the operation on the second terminal device, and the second terminal device is an ambient device. the core network element sends the first information to the first terminal device.
