Abstract: a control unit configured to: acquire a quality map regarding a planned traveling route of the first vehicle and quality of wireless communication for each area; and send data used by the first vehicle in the first area to the first vehicle before the first vehicle reaches the first area in response to the planned traveling route passing through the first area where the quality of wireless communication is lower than a predetermined quality.
