Abstract: an apparatus for configuring a cell, provided in a first network node, includes: a first transmitter configured to transmit configuration information on a group of candidate cells to a terminal equipment, the configuration information comprising cell identification information and information needed in accessing to a cell; and a second transmitter configured to transmit l signaling and/or l signaling to the terminal equipment, the l signaling and/or the l signaling indicating at least one cell in the group of candidate cells.
