A method includes: a terminal obtains first signaling including a first frequency-domain parameter of a first time-frequency resource (RO1), the first frequency-domain parameter includes an available frequency-domain resource of the RO1, and the available frequency-domain resource includes one or more consecutive frequency-domain resource blocks; obtains DCI including a second frequency-domain parameter of the RO1 and a third frequency-domain parameter and a MCS of a RO2, the second frequency-domain parameter is for determining, from the available frequency-domain resource of the RO1, an actual frequency-domain resource of the RO1 or that no available frequency-domain resource exists, and the third frequency-domain parameter is for frequency-domain resource allocation of the RO2. When the RO1 exists, a time-domain position of the RO1 is the same as a time-domain position of the RO2, and the RO1 has a frequency-domain position different from that of the RO2.
