This application provides a communication method and apparatus, to resolve a problem that frequent switching or even data flow interruption may occur when a terminal device performs cell selection or cell reselection. In this application, the terminal device receives first information from a network device, where the first information includes uptilt beam information, and the uptilt beam information indicates that there is an uptilt beam in a cell. The terminal device accesses the cell based on the uptilt beam information.
