The method includes: receiving a first message from a source access network device, and determining a capability of a first cell based on the first message, where the first message indicates to hand over a first terminal device to the first cell, the first cell corresponds to a target access network device, and the capability of the first cell is whether the first cell supports serving a terminal device with a reduced capability; and determining, based on the capability of the first cell, whether to access the first cell.
