A handwheel actuator for a steering system includes a housing, a piston slidably disposed within the housing, and a shaft disposed within the housing and configured to be fixed to a handwheel. A first side of the piston forms a first fluid chamber with the housing, and a second side of the piston forms a second fluid chamber with the housing. The first and second chambers are configured to be fluidly connected to each other. The shaft and piston cooperate to convert an input rotary motion of the shaft to an output linear motion of the piston. The linear motion of the piston is configured to displace a fluid so as to apply a rotational resistance to the shaft.
