The method includes: A terminal device receives first indication information, where the first indication information indicates a target monitoring occasion of first control information, and then, the terminal device may monitor the first control information on the target monitoring occasion, where the first control information is used to schedule information about a multicast service. The target monitoring occasion includes at least one of a plurality of monitoring occasions of the first control information. In this manner, an access network device sends the first indication information to the terminal device to indicate the target monitoring occasion, so that the terminal device can perform monitoring on the target monitoring occasion. Compared with a manner in which a terminal device performs monitoring on a plurality of monitoring occasions of first control information, this manner reduces unnecessary monitoring.
