The server extracts a plurality of skills from the pre-processed textual data, where each skill of the plurality of skills is a word or a phrase in the pre-processed textual data. The server generates a first plurality of skill pairs using the plurality of skills, and processes the first plurality of skill pairs through the machine learning model to generate a second plurality of skill pairs, where the second plurality of skill pairs is a subset of the first plurality of skill pairs.
