The first network entity sends the capability update message to the second network entity based on a capability negotiation session established between the first network entity and a second network entity. The embodiments can simplify a process of capability negotiation, thereby improving efficiency of capability negotiation, achieving dynamic negotiation of a capability, and reducing load of a PCC and a PCE.
