A center that is configured to communicate with an Over-The-Air (OTA) master that controls software update for an electronic control unit mounted on a vehicle is provided. The center includes one or more processors configured to determine availability of permission frames when an inquiry for software update is received from the OTA master and update data for the electronic control unit exists, and, when at least one of the permission frames is available, allocate the permission frame available among the permission frames to the OTA master and permit update processing. The one or more processors are configured to determine availability of a multiplex frame when a transmission request for the distribution package is received from the OTA master, and, when at least one of the multiplex frames is available, allocate a multiplex frame available among the multiplex frames to the OTA master and control transmission of the distribution package.
