The network configuration estimation device includes a processor; and a memory that includes instructions, which when executed, cause the processor to execute the following steps: transmitting a message to an electronic control unit on the internal network by using a diagnostic communication method supported in a standard manner in the electronic control unit on the internal network and receiving a response to the message; and estimating the configuration information of the internal network based on the obtained response.
