a vehicle occupant restraint device, including: a driver's seat and a front passenger seat; a recognition device to recognize whether or not an occupant is seated at the front passenger seat; a center airbag; a regulating member provided at the interior of the center airbag to regulate a thickness of the center airbag to a thickness that is suitable at a time at which an occupant is seated at the front passenger seat; and a release device provided at the interior of the center airbag to release regulation by the regulating member, at a time at which a side-on collision of the vehicle is detected or at a time at which a side-on collision of the vehicle is predicted, in a case in which the recognition device has recognized that an occupant is not seated at the front passenger seat.
