systems and methods for determining an uplink control channel resource to use for transmitting uplink control information to a network node are disclosed. in some embodiments, a method performed by a wireless device comprises receiving a first downlink control channel message that schedules a first downlink shared channel transmission, receiving a second downlink control channel message that schedules a second downlink shared channel transmission, and determining an uplink control channel resource to use for transmitting uplink control information to a network node. the uplink control information comprises hybrid automatic repeat request (harq) feedback for both the first downlink transmission and the second downlink transmission, and determining the uplink control channel resources for transmitting the uplink control information comprises determining the uplink control channel resources based on: (a) signaling received from the network node and (b) resource determination performed by the wireless device based on a latest received one of the first downlink control channel message and the second downlink control channel message. the method further comprises transmitting the uplink control information using the determined uplink control channel resource.
