the present disclosure relates to a communication system. the present disclosure may be applied to intelligent services on the basis of 5g communication technology and iot-related technology. according to the present disclosure, a method performed by a terminal may comprise the steps of: receiving an rrc message, including information on one or more bfd sets, from a base station; identifying whether beam failure is detected for one or more reference signals included in the one or more bfd sets; when beam failure is detected for at least one of the one or more bfd sets, identifying at least one candidate beam reference signal on the basis of a candidate beam set associated with the bfd sets for which beam failure is detected; and transmitting a bfr request message including information about the at least one candidate beam reference signal.
