this application discloses a cell measurement method and a related apparatus, and relates to the field of communication technologies. the method includes: obtaining cell information; measuring at least one cell indicated by the cell information, to obtain a measurement result; determining at least one target cell based on the measurement result; and sending a positioning request to a first network device, where the positioning request includes information about the at least one target cell. this method provides technical content of how a terminal device should perform cell measurement in a positioning scenario in an idle state or an inactive state. according to the cell measurement method in embodiments of this application, the target cell that satisfies a positioning requirement can be obtained, and the positioning request is performed based on the target cell obtained through measurement, so that positioning accuracy can be improved.
