the technology of this application relates to a communication method and a communication apparatus. the method may include a terminal device receiving a first wake-up signal, where the first wake-up signal is used to wake up a terminal device group, the terminal device group includes at least two terminal devices, and the at least two terminal devices include the terminal device, and the terminal device accessing a network device based on the first wake-up signal. the network device may wake up a group of terminal devices by sending a wake-up signal. in other words, the group of terminal devices may access the network device based on the same wake-up signal. in this way, resource overheads caused by waking up the at least two terminal devices can be reduced.
