a communication method and apparatus are provided, to reduce power consumption of a multi-link device. in the method, an access point multi-link device generates a first physical layer protocol data unit ppdu, where the first ppdu carries first indication information, and the first indication information indicates that waking up of a first access point in a doze state is allowed, or the first indication information indicates that waking up of a first access point in a doze state is not allowed; and the access point multi-link device sends the first ppdu through the first access point. this application is applied to a wireless local area network system that supports ieee 802.11ax next-generation wi-fi protocols, for example, 802.11 series protocols such as 802.11be or eht.
