a communication method and apparatus are provided. a first terminal device sends a first vehicle to everything (v2x) service based on a first layer 2 address pair, and sends a second v2x service based on a second layer 2 address pair. both a destination layer 2 address in the first layer 2 address pair and a destination layer 2 address in the second layer 2 address pair correspond to a terminal device group. a transmission configuration of the first v2x service is different from a transmission configuration of the second v2x service. because the first terminal device allocates v2x services with different transmission configurations to different destination group l2 addresses, discontinuous reception (drx) can be enabled for some v2x services, to effectively save power of the first terminal device, and drx can be disabled for some v2x services, to meet a quality of service (qos) requirement of v2x services.
