this application relates to a communication method and device. a first terminal device receives at least one message for reserving a resource, and the first terminal device determines, from s resources based on the at least one message, m resources whose signal strengths do not meet a first signal strength threshold. the first terminal device adjusts the first signal strength threshold if m does not meet a first resource quantity or s-m does not meet a first resource quantity. the first terminal device sends a first message to a second terminal device, where the first message indicates a resource determined based on an adjusted signal strength threshold, and the adjusted signal strength threshold enables m or s-m to meet the first resource quantity.
