this application provides a scheduling method and an apparatus. the method includes: determining a quantity of symbols occupied by a first physical downlink control channel of a first cell in a time unit, where the symbol represents a unit of the time unit; and determining, based on the quantity of symbols, the 1st symbol occupied by a physical downlink shared channel of a second cell in the time unit, where the first cell and the second cell dynamically share a same spectrum resource.
