(ii) a target sn, or (iii) a candidate sn for the sn procedure, performs a method including: communicating a message with a second base station, operating as a master node (mn), to perform the sn procedure; and determining, based on whether the sn procedure is a conditional procedure or a non-conditional procedure, whether to start a timer in response to the communicating.
