A terminal device determines a first time-frequency resource and a second time-frequency resource based on received first configuration information and received second configuration information, and receives a zero-power downlink signal on the first time-frequency resource and the second time-frequency resource; and/or determines a third time-frequency resource and a fourth time-frequency resource based on received third configuration information and received fourth configuration information, and sends a zero-power uplink signal on the third time-frequency resource and the fourth time-frequency resource.
