The handover of a terminal may occur from a first network device to a second network device. The method includes: connecting to a first cell via the first network device; performing downlink synchronization with a downlink synchronization signal of a second cell sent by the second network device; and connecting to the second cell via the second network device. The first cell and the second cell have a same cell identifier. The terminal is configured to perform the method.
