The disclosure provides a communication method and apparatus. The method is performed by an access network device, and includes: receiving reference information of a first multicast/broadcast service (MBS) session from an access and mobility management network element, where the reference information of the first MBS session indicates a feature of the first MBS session; and triggering, based on the reference information, a first receive end corresponding to the first MBS session to enter an idle state or a radio resource control (RRC) inactive state. In this application, a receive end corresponding to an MBS session is not always in an RRC connected state, and the method can avoid maintaining a large quantity of receive ends corresponding to the MBS session in the RRC connected state for a long term, and further save processing resources of the access network device.
