A bit length of the first identifier is less than a bit length of a second identifier. The second identifier is a 5th generation-system-temporary subscriber identity (5G-S-TMSI) or a radio network temporary identity (I-RNTI). The communication method further includes determining, based on the first identifier, that the first terminal device is paged.
